Step One
Create a new document, any size is fine. We have chosen a 400x400 file. Once that's made, press Shift + Ctrl + N together. That creates a new layer. Make sure you are on this layer at all times.
Step Two
Click on the Custom Shape Tool.

Step Three
Go to your document, and using the cursor, hold down and drag the shape across, adjusting the size. When you are happy with a particular size, let go.
You should have something like this:

Step Four
Next, click on the Convert Point Tool.

Go back to your file, and right click inside the shape.
Then, there will be a menu, and select 'Make Selection...'.
Step Five
Then there should be a pop-up. Make sure your settings are the same as the example below:

Step Six
Click ok once the settings are made. Your shape should now be turned into a selection.
Now here comes the fun part; You can decorate your shape however you want!
Here is an idea of what you can do : Click the Gradient Tool, and choose the colors you want at the top.
Hold your mouse down on one part of the document and drag it across the shape, and let go.

Step Seven
Go to Select >> Deselect. Your image should now be filled with a gradient!
Of course, you can stop here, but now here's where making a new layer in the beginning comes in handy.

A pop-up should appear, and you can make the settings with however you want! Make the image have a stroke, make it glow, etc! You decorate it! =)
